The agv file extension is associated with the ArcGlobe, a 3D analyst application distributed with an ArcGIS geographic analyzing suite for Microsoft Windows.

The agv file stores XML-formatted text file that contains all the information for rendering a video layer in a geographic location inside ArcGlobe.

As far as we know, this .agv file type can't be converted to any other file format. This is usually the case of system, configuration, temporary, or data files containing data exclusive to only one software and used for its own purposes.
