The res file extension is associated with Delphi, a program developing tool from Embarcadero.

The res files are binary files used for a project containing resource definitions, such as strings, icons, images etc.These files will be recreated by the IDE when loading a project but the icon will get lost in that process.

Therefore you should either keep it in source control or find another way to create it.

Files with res file extension can be usually found as various resource packages, for example for Delphi developing tool.

Delphi resources are used by Delphi projects only.

How to convert:

Resource files generally cannot be converted, just sometimes exported or extracted with proper tool.
