What is an .XFL file?

The xfl file extension is related to Adobe Flash and used for Adobe Flash Exchange Format

XFL is used to import files into Flash Pro CS4 for refinement. Unfortunately, exportation strips hyperlinks and multimedia objects (audio and video) out of the file.

XFL file is ZIP archive contains special XML file (describing Flash document). Adobe Flash could read this XML file and construct Flash document.
