File extension vy4 has been or still is used for one one of the many proprietary voice codecs used by Samsung. Most likely used in some recording device or smart phones.

How to open:

It is likely that Samsung provided a media player app or software with the devices that had capability to record in this format.

How to convert:

Unfortunately, we do not know about any program that would support .vy4 recordings and had support for vy4 conversions.
