File extension vcr seems to be in most cases related to ATI Video Recorder, a video recording utility that is a part of ATI Multimedia Center distributed with ATI multimedia graphics cards and ATI TV tuners.

A .vcr file contains captured video by ATI Video Recorder. Video data is stored in video file format optimized for ATI graphics cards.

ATI is now a part of AMD (Advanced Micro Devices, Inc.) and ATI Personal Video Recorder and Multimedia Center programs were discontinued in 2006.
