File extension sublime-settings is mainly related to Sublime Text, an editor and used for its main settings file.

These files store contains configuration data that control many aspects of the editor, from visual layout to file type options. The purpose of this file type and the area it controls is defined by its file name.

Files with sublime-settings extension are the main configuration files for Sublime Text editor.

You can edit it in any text editor, and of course Sublime Text itself.

How to convert:

As far as we know, this .sublime-settings file type can't be converted to any other file format. This is usually the case of system, configuration, temporary, or data files containing data exclusive to only one software and used for its own purposes. Also some proprietary or closed file formats cannot be converted to more common file types in order to protect the intellectual property of the developer, which is for example the case of some DRM-protected multimedia files.
