The qrf file extension was also used in older program called QR for one of its default file types. 

The qrf file is a zlib compressed XML file used to define the GUI and reply controls on a form. The reader application is a ordinary win32 executable.

The purpose of QR is to make it easy for people with lightweight hosting plans to use forms. In addition it is used to request complicated information like time sheets and insurance information. The reader submit a filled form as a file, attached to a mail or via FTP upload.

This qrf file type entry was marked as obsolete and no longer supported file format.

This type of file is no longer actively used and is most likely obsolete. This is typically the case for system files in old operating systems, file types from long discontinued software, or previous versions of certain file types (like documents, projects etc.) that were replaced in higher versions of their original programs.
