The mbr file extension seems to be related to now discontinued Microsoft Zune software and service.

MBR format allows smooth streaming of purchased video content, without the need to physically store the data. It  contains link to content purchased via Zune, not the actual multimedia data.

This mbr file type entry was marked as obsolete and no longer supported file format.

This type of file is no longer actively used and is most likely obsolete. This is typically the case for system files in old operating systems, file types from long discontinued software, or previous versions of certain file types (like documents, projects etc.) that were replaced in higher versions of their original programs.

Files with mbr file extension seems to be mostly encountered as old files for Zune software. Some kind of meta data links for video streaming format.

How to open:

As far as we know, only the original Zune software could to open the *.mbr files.

How to convert:

A conversion of any kind for *.mbr files seems to be highly unlikely.
