File extension installstate is associated with temporary files created during installation process of some .NET Framework based applications.

The .NET Framework is open source freeware software framework developed by Microsoft.

How to open:

It does not seem to be possible to manually access .installstate files.

How to convert:

Temporary files cannnot be usually converted to anything else and there is also no reason to do so.
