The dbpf file extension is mainly related to a proprietary Database Packed File archive format which used in many Maxis developed games.

The .dbpf file is a compressed container that contains other files. All plugins for SimCity 4  are dbpf files, regardless of their actual file extension. Same goes for SC4 saves.

How to open:

You cannot open this file type manually, it is accessed by the game automatically.

How to convert:

These games files cannot be converted to anything else. However, sometimes modding.
